The Program

Philippines-Australia Public Financial Management Program (PFMP) is a joint initiative of the Governments of Australia and the Philippines to improve the efficiency, accountability and transparency in the use of public funds in the Philippines to enable better service delivery. The Program directly assists the national government to implement its comprehensive Public Financial Management (PFM) reform agenda that is laid out in the Philippine Public Financial Management Reform Roadmap: Towards Improved Accountability and Transparency.

With less than 18 months now remainig on the Program, the focus is on supporting the Government to operationalise new practices that deliver benefits within the term of the current Administration. In this respect, an opportunity has emerged to assist the Commission on Audit (COA) to strengthen its audit of infrastructure projects. The COA will attach greater priority to infrastructure audit, and requires assistance in strengthening this function.

The Position

Coffey International Development, the Service Provider of PFMP, is recruiting an International Infrastructure Audit Specialist to assist the Philippine COA to establish the operations of its Large and Novel Projects Audit Office (LNPAO). The Infrastructure Audit Specialist will provide technical assistance to the LNPAO through policy guidance, mentoring, and implementation of the pilot audit of a selected PPP project.

The position will be located at the COA Office.

The Person

The successful candidate should have a Master's degree, or equivalent, in audit, finance, public administration, or other related field. Demonstrated experience working in a senior role in a Supreme Audit Institution with extensive involvement in planning, implementing and reporting on audits of complex infrastructure projects is essential. Proven capability in preparing policy and other guidance materials for complex infrastructure-related audits, including PPPs; as well as demonstrated ability in building the capacity of counterparts through the use of training, mentoring, coaching, or other approaches.
