The Philippines-Australia Public Financial Management Program (PFMP) is a joint initiative of the Governments of Australia and the Philippines to improve the efficiency, accountability and transparency in the use of public funds in the Philippines to enable better service delivery. The program directly assists the national government to implement its comprehensive PFM reform agenda that is laid out in the Philippine Public Financial Management Reform Roadmap: Towards Improved Accountability and Transparency.

Coffey International Development, the Service Provider of PFMP, is recruiting a Coordinator, PFM Reforms to support the PFMP Team Leader in programming, overseeing program implementation, and the day-to-day liaison with government partners, particular the Department of Budget and Management, Commission on Audit and the Department of Finance and Bureau of Treasury, and coordination with development partners. The Coordinator will also provide strategic and management advice to the PFMP Team Leader to facilitate coordination and synergies in the work of PFMP technical advisers and help deliver the commitment of the program in an efficient, effective and economical manner.

The suitable candidate for this role should have experience in program management at a senior level, including the ability to facilitate coordination and interaction between and among advisers/consultants from varied professional backgrounds, and work with different program partners. He/she must have strong knowledge and practical experience working in complex PFM reform programs in the Philippines and must have a strong understanding of PFM systems and organisations in the Philippines to manage and implement public resources to deliver services.

The suitable candidate should have good network and established relationship with government agencies and PFM professionals, as well as good knowledge and understanding of development assistance programs and ability to apply the principles of aid effectiveness.
