The Philippines-Australia Public Financial Management Program (PFMP) is a joint initiative of the Governments of Australia and the Philippines to improve the efficiency, accountability and transparency in the use of public funds in the Philippines to enable better service delivery. The program directly assists the national government in the adoption of the Public Financial Management (PFM) Roadmap through Executive Order No. 55. This comprehensive PFM reform agenda aims to clarify, simplify, improve and harmonize the financial management processes and information systems of the civil service in the Philippines.

Coffey International Development, the Service Provider of PFMP, is recruiting a team of three (3) Consultants to support Department of Budget and Management put into good practice the reforms in place. The Consultants shall provide needed analytics support to DBM’s Budget and Management Bureaus (BMB) including mentoring analyst staff and develop and implement Budget Cycle Analytics (BCA) business intelligence solutions that will strengthen the performance-focus of BMB units’ decision making and dialogue with agencies. In addition, the Consultants will likewise develop and implement individual and group mentoring plans, mentoring guide, including designing mentoring and learning strategies to address performance gaps and promote knowledge transfer.

The suitable candidate for this role should have proven experience working with and analysing data using IT-based business intelligence tools and methods. The candidate must have professional experience or demonstrated technical competence and developing and successfully implementing a mentoring program or assistance program or assistance for technical staff involved in business analysis, performance audits, finance and accounting. Experience working in a technical or analyst capacity in the public financial management field is an advantage. Strong and effective skills in communication, listening, facilitation, analytical and critical thinking, results oriented and self-driven are essentially required for this position. Must have a good understanding of different approaches to mentoring and coaching and its application.

The suitable candidate should have strong understanding of PFM systems and organisations in the Philippines to manage and implement public resources to deliver services.
